POSITION SUMMARY

The General Foreman is responsible for planning, coordinating, and supervising all field operations associated with airfield paving, concrete, grading, and related civil construction activities on federal projects. This position provides direct oversight of foremen, equipment operators, laborers, subcontractors, and specialty crews to ensure work is completed safely, on schedule, within budget, and in compliance with project specifications, federal regulations, and quality standards.

The General Foreman serves as a key liaison between field operations and project management while maintaining strict adherence to federal contracting requirements, including quality control, safety, security, and environmental compliance.

Field Operations Management

  • Supervise and coordinate daily activities of paving, grading, concrete, and site work crews.
  • Manage multiple foremen and work crews to ensure efficient utilization of manpower, equipment, and materials.
  • Review project plans, specifications, schedules, and phasing requirements.
  • Develop daily and weekly work plans to meet production goals and project milestones.
  • Coordinate construction activities with project managers, superintendents, quality control personnel, subcontractors, and government representatives.
  • Monitor productivity and identify opportunities to improve efficiency and reduce costs.

    Airfield Paving Operations

  • Oversee construction and rehabilitation of runways, taxiways, aprons, parking ramps, and associated airfield infrastructure.
  • Direct concrete paving, grading, drainage, and pavement marking operations.
  • Ensure compliance with FAA, UFC, USACE, NAVFAC, Air Force, and other federal agency specifications.
  • Coordinate work within active or operational airfield environments while maintaining strict safety and operational requirements.
  • Manage complex phasing schedules and airfield closures to minimize operational disruptions.

Safety Leadership

  • Promote and enforce company safety policies and federal safety regulations.
  • Conduct daily safety meetings, job hazard analyses, and site inspections.
  • Ensure compliance with OSHA regulations, EM 385-1-1 requirements, and project-specific safety plans.
  • Investigate incidents, near misses, and safety concerns and implement corrective actions.
  • Lead by example in maintaining a strong safety culture.

Quality Control Support

  • Work closely with Quality Control Managers to ensure all work meets contract requirements.
  • Verify materials, workmanship, and installation procedures comply with project specifications.
  • Assist with inspections, testing coordination, and deficiency corrections.
  • Review and address punch list items and quality concerns promptly.

Equipment & Resource Management

  • Coordinate equipment utilization and maintenance schedules.
  • Ensure materials, tools, and resources are available to support production activities.
  • Identify tools and needed equipment and work with the Paving Superintendent to have those ready and available.
  • Communicate with Paving Superintendent and Project Management on the mobilization of company owned equipment to the project site as needed.
  • Monitor labor hours and equipment costs to support project budgets.
  • Assist with procurement planning and subcontractor coordination.

Federal Contract Compliance

  • Ensure compliance with federal contract requirements, labor regulations, security protocols, and environmental standards.
  • Support documentation requirements related to daily reports, production tracking, and project records.
  • Participate in project meetings with government agencies and project stakeholders.
  • Maintain awareness of contract requirements, specifications, and modifications.

EDUCATION AND OTHER REQUIREMENTS:

  • High school diploma or GED required.
  • Technical training in construction management, civil construction, or related field preferred.
  • Minimum 8-10 years of heavy civil construction experience.
  • Minimum 3-5 years of supervisory experience managing multiple crews.
  • Extensive experience in airfield paving, asphalt paving, concrete paving, or heavy highway construction required.
  • Experience working on federal government construction projects preferred.
  • Experience with FAA, USACE, NAVFAC, Air Force, or Department of Defense projects strongly preferred.

KNOWLEDGE, SKILLS & ABILITIES

  • Thorough understanding of airfield paving operations and construction sequencing.
  • Strong knowledge of asphalt, concrete, grading, drainage, and earthwork operations.
  • Ability to interpret plans, specifications, and construction schedules.
  • Knowledge of OSHA and EM 385-1-1 safety requirements.
  • Strong leadership, communication, and problem-solving skills.
  • Ability to effectively manage multiple crews and subcontractors.
  • Proficiency with production tracking, scheduling, and project documentation.
  • Ability to work in fast-paced environments with changing priorities.

CERTIFICATIONS PREFERRED

  • OSHA 30-Hour Construction Certification
  • EM 385-1-1 Competent Person Training
  • First Aid/CPR Certification
  • FAA Airfield Safety Training (where applicable)
  • Equipment Operator Certifications (preferred)

PHYSICAL REQUIREMENTS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to:

  • Occasionally lift, push, and pull up to 30 lbs.
  • Walk, sit, climb, bend, stoop, kneel, reach, lift overhead, and work at heights.
  • Walk/work in rough terrain to access equipment, tools, materials, and job site in order to complete work.
  • Close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus.
  • Hearing adequate to perform tasks.
  • Ability to climb up and down ladders while maintaining balance.

WORK ENVIRONMENT:

  • Employee will be required to wear personal protective equipment as needed to perform job tasks
  • Employee is regularly exposed to noise, dust, and various types of smells
  • Employee is frequently exposed to moving mechanical parts, fumes or airborne particles.
  • Employee must be able to properly use and handle toxic or caustic chemicals.
  • Employee is regularly exposed to wet, hot, and/or humid conditions, high precarious places, and outside weather conditions
  • Employee is expected to work in a safe and efficient manner while maintaining a clean work area
  • Ability to stand, walk, climb, and navigate active construction sites for extended periods.
  • Ability to lift up to 50 pounds occasionally.
  • Ability to work nights, weekends, and extended hours as required by project schedules and airfield closures.
