GENERAL DESCRIPTION OF WORK: Responsible for overseeing the organization’s compensation, benefits, workers’ compensation, and wellness programs. It involves designing and implementing an effective compensation strategy and managing the administration of benefits, wellness initiatives, and workers’ compensation programs to ensure they meet organizational goals and comply with regulations. ESSENTIAL FUNCTIONS: Directs and manages all compensation and benefits services and activities, including administering various VIA benefit programs, such as life insurance, flex programs, employee assistance, retirement plans, disability programs, wellness programs, workers' compensation, and lactation programs. Designs, plans, and executes new and revised compensation and benefits programs. Directs and oversees vendor relationships associated with the compensation and/or benefits programs. Directs and oversees the efficient and cost-effective operations of responsible programs. Monitors the effectiveness of existing compensation practices. Ensures compliance with internal policies and government regulations. Leads research into best practice total reward schemes, identifies areas of improvement, and implements approved recommendations. Oversees the monitoring and evaluation of the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and assists in directing the implementation of changes. Provides important compensation and benefits-related information to multiple vendors, internal stakeholders, and employees. May represent VIA at the Texas Workers’ Compensation Commission during formal and informal workers’ compensation hearings. Ensures the VIA benefit programs are administered per stated guidelines and government regulations. Develop, implement, and manage compensation programs to include salary structures and incentive plans. Oversees the completion of compensation pay equity analysis and job evaluations to determine appropriate salary ranges and ensure internal equity. Oversees developing and managing job descriptions that accurately reflect job responsibilities and requirements. Direct and oversee the review and update of the compensation sustainability guide. Serves as staff liaison to the VIA Board of Trustees and applicable committees and presents analysis, reports, and interpretation of plan information as needed. Provides advice and recommendations on investment activities to the VIA Board of Trustees. Interviews, selects, supervises, develops, evaluates, counsels, and, if necessary, disciplines personnel according to established VIA policies, procedures, and guidelines. This job description excludes marginal functions that are incidental to performing the job. Other duties may exist. REQUIRED EDUCATION AND EXPERIENCE: Bachelor's Degree from an accredited college or university with major coursework in Human Resources, Human/Social Services, Business Administration, or a related field. Ten (10) years of progressively responsible benefits and compensation experience and four (4) supervisory experience. Experience is acceptable in lieu of education on a year for year basis up to four years. PREFERRED QUALIFICATIONS: Master’s degree preferred Professional certification in HR – PHR (SHRM) preferred Infor experience preferred ADDITIONAL REQUIREMENTS: Coordinates the duties and responsibilities of direct reports to ensure distribution of workload. Oversees and assists in the preparation of responsible department's operating budgets. Considerable knowledge, expertise, and experience in benefits administration, compensation, personnel management, and insurance administration principles, practices, and techniques. Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and regulations. Ability to communicate effectively both orally and in writing. Proficient in using a personal computer and various software applications, including Microsoft Office Suite (Word, Excel, Power Point) and industry-specific programs, to perform data analysis, create reports, and manage projects efficiently. Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for VIA. Ability to analyze problems, provide alternatives, identify solutions in support of established goals, project consequences, or proposed actions, and implement recommendations. Knowledge of the insurance industry’s standard practices. Ability to use tact and persuasion when dealing with employees at all levels, medical providers, and outside officials. Ability to use considerable insight and judgment in analyzing and interpreting data. Ability to maintain confidentiality of sensitive information. PHYSICAL REQUIREMENTS: Position requires sitting, standing, and ability to move within VIA facility and to attend off property work related business. Must be able to be mobile, bend, stoop, reach, and lift objects weighing 5-25 pounds. WORK ENVIRONMENTS: Work involves deadlines and multiple priorities. Works within normal office environment.
