SUMMARY:
This evolving position is located in the Operations Division with the Oklahoma City-County Health Department (OCCHD). The employee is a member of the Emergency Preparedness and Response Team. The incumbent is responsible for oversight of the Emergency Preparedness training and exercise strategy. Work will focus on the design, development, evaluation and after-action reporting of exercises and training programs presented for internal programs, volunteers, and outside agencies in the general Oklahoma City/County area.
ESSENTIAL JOB FUNCTIONS:
- Coordinate the Emergency Preparedness exercise program in accordance with the Homeland Security Exercise and Evaluation Program.
- Coordinate the Emergency Preparedness training program including developing and instructing courses on topics including medical countermeasures, the Incident Command System, and general emergency preparedness.
- Coordinate the after-action review process, including development of after-action reports and oversight of the improvement planning process.
- Ensures OCCHD National Incident Management System (NIMS) compliance throughout service as the NIMS Coordinator and Compliance Officer.
- Maintains Incident Command System and preparedness related training records.
- Obtains and maintains Master Exercise Practitioner certification.
- Supports county, state, and federal partners through participation on exercise planning teams as the Public Health subject matter expert when requested.
- Serve on the Incident Management Team during exercises and events.
- Supports completion of the Public Health Emergency Preparedness (PHEP) grant deliverables.
- Designs, coordinates, and assists in the production of professional materials (i.e., posters, exhibits, leaflets, brochures, and multimedia presentations).
- Driving to off-site locations to perform job duties as needed.
- Completes required training in support of duties and responsibilities of this position.
- At the direction of OCCHD Chief Executive Officer and Chief Health Officer or designee, the incumbent will be assigned a variety of specific job duties and responsibilities as a member of the OCCHD Emergency Preparedness and Response Team. Also, as a member of OCCHD Emergency Preparedness and Response Team, the incumbent is required to complete all necessary responder training and may be designated as a member of the first-responder team.
- In accordance with our designation of a PHAB Accredited health department and explicit commitment to a culture of continuous quality improvement, employees will receive Quality Improvement (QI) training deemed necessary by their supervisor.
QUALIFICATIONS/REQUIREMENTS:
-Public Health emergency preparedness experience preferred
-Master Exercise Practitioner certification preferred
-Valid Oklahoma driver license required
LEVEL 1 - Master's degree in Public Health, Education, or related field plus three years health educator related experience or Bachelor's degree plus four years health educator related experience, pay grade 15, $2,636 semi-monthly
LEVEL 2 - Master's degree in Public Health, Education, or related field plus four years health educator related experience or Bachelor's degree plus five years health educator related experience, pay grade 16, $2,845 semi-monthly
