Job Description PURPOSE SUMMARY. Under general direction of the Office of Emergency Management (OEM) Manager, assists in developing emergency and disaster plans, mitigation, preparedness activities, response to disasters, and recovery. Position interacts regularly with local, regional, state, and federal partners to ensure close integration before, during, and after disasters. Must be willing to be on-call (24 hours per day) on a rotating basis, as needed. ESSENTIAL DUTIES.
ADDITIONAL DUTIES. Develop and disseminate analyses and reports to stakeholders on disaster-related statistics and information, as needed. Other duties as may be assigned. QUALIFICATIONS. A. Education. Bachelor degree. Preferred: related Bachelor’s degree or higher. B. Experience. Four (4) years of work experience that provides necessary skills and abilities. C. Education/Experience substitution. An Associate Degree with eight (8) years related experience, or a combination thereof, is acceptable. D. Licenses/Certifications. Must possess a valid driver’s license sufficient to drive OEM vehicles and have an acceptable driving record in accordance with County policy. Must complete the defensive driver course within 3 months of hire. Must hold certifications for NIMS IS 100, 200, and 700 prior to hiring; must complete ICS 300, ICS 400, and the FEMA Professional Development Series within 12 months of hire; and must complete the FEMA Basic Academy certification within 2 years of hiring date. Must obtain NM Certified Emergency Manager certification within 2 years of hire. E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass background and driver’s license check. Must be able to demonstrate effective oral, analytical, written, and communications skills. Must have practical experience and be proficient in software applications such as MS Office (Word, Excel, and Power Point) and MS Outlook. Must successfully pass background and driver’s license check. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION: Knowledge: Principles and practices of emergency management, to include mitigation, planning, response, and recovery. Methods and techniques used in fact finding, research, analysis and interpretation of basic information, and compilation of facts into reports, plans, programs, training sessions, presentations, and recommendations. Skills: Experience with the National Incident Management System and the Incident Command System. Candidate must be able to work as part of a functioning team; must possess oral and written presentation and communication skills, organizational skills, and interpersonal communication skills; and, must exercise proper judgement and tact when interacting with the public, other employees, and elected officials during emergencies and other stressful circumstances. Abilities: Must be self-motivated, self-directed and be able to accomplish assigned tasks with minimal or no supervision or direction. Must be able to operate computers and radios. Must be able to establish and maintain effective and cooperative working relationships with others.
