Job Title: Stormwater Division Operations Supervisor
The City of Red Bank has an immediate opening for a Stormwater Division Operations Supervisor. This is a full-time position that oversees and manages the daily operations of the Public Works Storm Water Division, whose primary responsibility is the management of the City’s Storm Water Utility assets, ensuring the efficient and effective maintenance and repair of storm water public infrastructure and facilities. This position is responsible for supervising a team of public works staff, coordinating various maintenance projects, and ensuring compliance with city ordinances, safety regulations, and environmental standards.
JOB OVERVIEW

enhancement projects.
Supervision Received: The employee works under the general supervision of the Public Works Director.
Supervision Exercised: Manages and oversees employees in the Stormwater Division.
Salary and Benefits: (G9) $65,111.70 annually - Day Shift M-F 7: 00a-3: 00p + excellent benefits.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Essential duties are understood to be the core duties of the job, excluding marginal tasks that are performed but not central to the role. The absence of specific duty statements does not imply that they are not part of the position if the tasks are similar, related, or logically assigned.
- Supervise, mentor, and provide guidance to a team of public works employees that includes
general laborers and equipment operators, all required to have TDEC Level 1 Storm Water certification, ensuring efficiency and adherence to best practices in storm water asset maintenance and erosion control.
- With the exception of approved time off, must be available 24/7 to respond to after-hours emergencies, such as road closures, storm damage, flooding, hazardous material spills, and other transportation or infrastructure-related incidents, while effectively coordinating team efforts.
- Maintain and enforce the requirements of Title 18 of the City of Red Bank Municipal Code as it pertains to storm water movement, storm water collection, water quality, erosion control and prevention, and storm water permitting, along with the enforcement of Best Management Practices (BMPs).
- Manage a City-owned stormwater utility and assets focused on water quality improvement within the Red Bank jurisdiction.
- Plan, organize, and oversee the daily operational maintenance, repair, and enhancement of city storm water assets to include routine inspections and safety improvements.
- Develop work schedules, assign tasks, and monitor staff performance to ensure productivity, efficiency, and compliance with safety standards.
- Review and approve work orders, timesheets, overtime requests, and material requisitions, ensuring fiscal responsibility and operational efficiency.
- Collaborate with supervisors and managers of other divisions within the Public Works Department for additional labor when necessary to maintain safe, effective daily operations (Solid Waste, Streets, Parks, Facilities)
- Ensure compliance with local, state, and federal regulations, including safety standards, environmental policies, and permitting requirements.
- Maintain an in-depth knowledge of relevant City Ordinances and Codes and ensure adherence in all public works operations.
- Submit comprehensive monthly and annual reports to the Public Works Department Head detailing work progress, completed projects, and future needs.
- Utilize the city’s work management program (iWorQ) to process and track work orders relating to stormwater management.
- Maintain accurate records of work performed, equipment usage, materials used, and complete projects for accountability and future planning.
- Engage with residents and business owners to address concerns, inquiries, and service requests related to the daily operations of the Storm Water Division.
- Oversee procurement of necessary supplies and materials in accordance with the City of Red Bank's Purchase Policies to ensure smooth daily operations.
- Analyze annual operating costs and provide data-driven recommendations to optimize resources and improve efficiency within the division.
- Collaborate with the Public Works Department Head in preparing the annual Storm Water Division budget, ensuring proper allocation of funds and adherence to approved budgetary guidelines.
- Manage contracts related to Storm Water Division projects, ensuring vendors meet performance standards, deadlines, and budget requirements.
- Ensure all projects are completed on time, within budget, and in accordance with quality and safety standards.
- Coordinate and collaborate with other City departments, contractors, and vendors on large-scale infrastructure projects to enhance connectivity and general safety.
- Oversee the proper operation, maintenance, and lifecycle management of public works equipment and machinery to maximize efficiency and longevity.
- Foster a culture of workplace safety by implementing best practices, enforcing safety procedures, and ensuring compliance with all occupational safety regulations.
- Provide continuous training and professional development opportunities to staff, ensuring they maintain necessary skills, certifications, and industry knowledge.
- Responsible for the generation of media content as it pertains to the division’s operational activities, community engagement, division training, and other activities that may be deemed appropriate in accordance with the Public Works Department’s Community Relations SOP and the City of Red Bank Social Media Policy.

- In-depth knowledge of public works systems and operations, including road maintenance, drainage, parks, and utilities.
- Comprehensive understanding of safety, environmental, and construction regulations relevant to public works.
- Strong analytical skills for problem-solving, decision-making, and implementing effective strategies.
- Proficiency in essential computer applications (e.g., Microsoft Office, email, work order systems)
and specialized equipment management software.
- Highly organized with keen attention to detail, ensuring efficiency and accuracy in operations.
EQUIPMENT
- Must have or gain working knowledge of the equipment assigned to the Storm Water Division.
- Major Equipment and computer systems used to handle or perform this job:
- Computers, to include software/programs (i.e., Excel, Word, GIS, iWorQ)
- Document printers/scanners Tablet/Cell Phone
- Operate Cars and/or medium and light-duty trucks
- May be required to assist with the operation of machinery and equipment that does not require specialized training, certification, or licensing.
DESIRED MINIMUM QUALIFICATIONS
- Educational Requirements
- An associate’s degree or technical certification in public works, construction management, or a
related field is preferred. o High school diploma or equivalent required. o Must be or become TDEC-Level 1 Storm Water certified within one year of hire.
- Experience Required
- Minimum of 5 years of experience in public works, construction, or a related field, with at least
2 years in a supervisory role.
- Experience in project management, budgeting, and managing public works staff.
