The Middle Peninsula Northern Neck Behavioral Health (MPNN BH) serves as the single point of entry into publicly funded mental health, developmental and substance use disorder services for the ten counties of Essex, Gloucester, King and Queen, King William, Lancaster, Mathews, Middlesex, Northumberland, Richmond and Westmoreland with an annual budget of $36 million plus. The Executive Director is directly accountable and responsible to the Board for providing leadership and overall management of agency operations. This includes program and services delivery management; strategic planning; financial management; human resource management; physical plant operations; information system operations; compliance with applicable state and federal statues, regulations and policies; quality improvement and risk management; support and assistance to the Board; and interface with state and local governments and advocacy groups. The Executive Director is employed under an annual renewable contract with a ten-member Board of Directors and is evaluated annually by the Board. The Executive Director has been granted authority by the Board to establish standard operating procedures concerning the delivery of the behavioral health services and the operation of agency facilities. MPNN BH is celebrating 51 years of service to our rural committees. Located near the Chesapeake Bay and the Rappahannock and Potomac Rivers, experience the small town, rural feel of the Middle Peninsula and Northern Neck of Virginia, while being within an hour to the cities of Williamsburg, Richmond and Norfolk. An applicant must have an undergraduate degree in social work, psychology, rehabilitation counseling, or another human services-related field or in business, public, hospital, or healthcare administration or another management-related field. Comparable related experience may substitute for education and considerable experience in leading public or private organizations with functions and responsibilities that are similar or comparable to MPNN HB is required. Considerable knowledge of the principles and practices of human services and health services administration, business administration, or government program administration, human resources management, information technology, and financial management, including budgeting, resource allocation, monitoring, and auditing is required. Some knowledge of mental health, developmental, and substance use disorder programs and services delivery are required. The preferred candidate will have a graduate degree in one of the fields listed above and extensive experience in leading public or private organizations with functions and responsibilities that are similar or comparable to MPNN BH and reporting directly to a governing board. Considerable knowledge of mental health, developmental, and substance use disorder services and the ability to provide clinical or programmatic oversight of these services is also preferred.
