JOB SUMMARY: Under limited supervision, the Senior Program Manager oversees and coordinates the wireless/5G/6G operational, financial, and administrative activities of the Cyber Kinetic Environment (CKE). In this capacity, the role supports strategic planning, manages program budgets, tracks resource allocation, and ensures compliance with organizational and sponsor requirements, while also coordinating day-to-day operations and serving as a key liaison across internal and external teams. In addition, the position leads research efforts in next-generation mobile communication technologies, with a focus on Beyond 5G and 6G systems. This includes conducting advanced research on physical and MAC layer designs, cellular systems, and air-interface technologies; developing wireless protocols and algorithms; performing theoretical and statistical analyses; and contributing to 3GPP standards development. The manager also guides initiatives in dynamic spectrum sharing, produces technical papers and patent applications, and collaborates with both internal teams and external partners to ensure successful execution of project tasks and milestones.
JOB FUNCTIONS: Conducts advanced research on physical layer, MAC layer, and air-interface design for next-generation mobile systems, including Beyond 5G and 6G, developing wireless protocols and algorithms through theoretical analysis, simulations, and modeling. Performs theoretical and statistical analysis of channel models, implements models, and applies results to support ongoing research initiatives. Prepares technical reports, presentations, and papers detailing research outcomes, and collaborates with team members to publish findings in scientific journals and conferences. Supports the development of 3GPP standards contributions and pre-standards efforts with industry and academia, while also assisting in the generation of patents and proprietary technologies. Serves as the primary liaison between the university and external stakeholders, including federal agencies (e.g., ACC, AFRL), national laboratories, private sector partners, and academic institutions. Provides day-today coordination and oversight of all operational and administrative aspects of the Cyber Kinetic Environment (CKE) wireless/5G/6G area to ensure alignment with strategic goals, and supports the development and implementation of operational policies and procedures that ensure compliance with institutional and sponsor requirements. Participates in strategic planning with ICASA leadership to define program priorities, identify growth opportunities, and support long-term sustainability, while maintaining working knowledge of DoD organizations, terminology, CONOPS, doctrine, and operating concepts related to Information Operations and Information Warfare. Recommends staffing structures, supervises and trains program staff, and provides performance management and operational guidance. Represents the program in stakeholder forums, user groups, and technical planning meetings to support infrastructure and technology development requirements. Assists with the preparation and submission of grant proposals, and supports the development of budgets, deliverables, and research proposals aligned with program objectives. Develops progress reports, assessments, and sponsor updates in collaboration with project leadership, ensuring timely execution and follow-through of assigned program initiatives and deliverables. Performs other duties as assigned in support of program objectives.
REQUIRED QUALIFICATIONS: Master’s degree in Electrical Engineering , Physics, or related Ph.D. or other doctorate level equivalent. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Knowledge of government and private sector policies and practices pertaining to the selection of organizations for research. Ability to develop and manage project budgets, and to track and project costs using computer spreadsheet techniques. Skill in organizing resources and establishing priorities. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Strategic planning skills. Knowledge of organizational structure, workflow, and operating procedures. Knowledge of task structuring and scheduling principles and techniques.
