POSITION INFORMATION: Under direction of the Construction Manager, performs work related to all phases of construction on major public works projects; frequently assigned to projects with federal, state, or specialized funding. Work is of a technical and scientific nature and independent judgment is exercised in determining work methods after receiving written or oral instructions as to the nature of the work to be performed. Supervision is exercised over technical staff members on an intermittent basis. ESSENTIAL DUTIES:
QUALIFICATIONS: Training and Experience Bachelor's degree from an accredited college or university in civil engineering, construction technology, or a related field; five (5) years of construction inspection experience; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Knowledge, Skills, and Abilities Broad knowledge of construction and material testing, equipment and processes; State of Illinois and federal documentation requirements; knowledge of State of Illinois standards, specifications, and guidelines; drafting, surveying and construction of public works improvements; and math required to perform area, volume, density, weight, and angle calculations. Excellent skill in public, employee and labor relations and in maintaining effective working relationships; skill in organizing, completing and reporting on projects; oral and written communications; construction inspection; preparing accurate and detailed plans, specifications and cost estimates; Auto CAD Civil 3D and Arc Map GIS Software; the use of surveying, drafting and material testing equipment; and the interpretation of contract documents. Ability to establish and maintain effective working relationships with property owners/residents/tenants adjacent to a job site, contractors, representatives of oversight agencies, other employees, officials and the general public; plan and schedule a complex and diverse workload while maintaining adequate documentation of all job site activities; analyze technical and scientific data and apply that understanding to field situations so that compliance with contract documents is assured. The noise level in the work environment is occasionally noisy. Residency Requirement AFSCME employees shall live within a 20-mile radius from the City's Emergency Center, located at 1630 8th Avenue in Moline, within 180 days of hire.
